ATTENTION COMMANDER PETER NEWSHAM!
Dear Commander Newsham, I would like to ask you to please respond to
the
following letter from a resident. I know that you do not want
the
residents of this district to think that the following police behavior
is acceptable. Second District officers work hard. The actions of one
who is too lazy to do his job properly reflects unfairly on those,
like
yourself, who are committed to crime prevention and reduction. It also
gives the appearance that there could be some effort afoot to make
it
look as though there is less crime occurring than is actually happening.
I know that is not your intent, but there is always that suspicion
when
an officer refuses to take a report. I am sending you the resident's
name and e-mail address in a separate note. Thank you in advance
for

This morning (Sunday, September 9) about 4:00 am, in the 4600
block of
Albemarle St, my husband and I heard commotion out front and after
several minutes of watching and
listening we determined that someone's car was being broken into. At
that point, I phoned the police and my husband went outside to get
the
license plate number of the "getaway" car. I was on the phone
for
several long minutes with the police telling them that if they came
right away they would catch them in the act. (same situation as when
I
watched two guys trying to break into my neighbors house in the broad
daylight and no cops ever came to help). For the next few minutes,
the
two males with ski masks on attempted to bust off the ignition of the
van. For whatever reason they were spooked, exited the vehicle,
saw my
husband and began to chase him - one saying to the other "Get him!"
They chased him for a short while and when they realized that he was
getting away they returned to their older model, large, silver or grey,
American car to make their getaway. When the police finally arrived
the
guys were long gone. Although the
policeman who arrived on the scene was cordial and polite, he did his
best to try to talk the victim out of filing a police report.
The car
owner insisted and a report was taken. We were told that
since this
was only a misdemeanor the car owner should not bother filing a report.
It would not cause jail time and it would put the victim's name and
address in the public records and the victim would have to go to court
and...and...and...! He did ultimately take
the report, however he
tried very hard to dissuade the car owner from doing so.
I was not at all surprised to hear what I heard since as I told you
before I have had 3 occasions in the past few years when I personally
called for help and the cops did not come. I truly believe that
had my
husband not been attacked by these two guys, and had it not occurred
while I was on the phone with the police, then this too would have
gone
"unattended."
I am once again saddened at the lack of interest on the part of the
police. While it may be true that this alone would not have caused
jail
time, it may well be possible, and more than likely, probable, that
these "masked" individuals were in violation of probation...and this
misdemeanor would be exactly what was necessary for them to land where
they belong...in jail.

You may be pleased to know that I was awakened at 3 a.m. last week
by a
plainclothes Montgomery County police officer. He and a couple
of
partners had been tailing a group of four men who were cruising the
Chevy Chase Maryland area in a suspicious manner...the police followed
them into the District where the men were observed parking on Emery
Place. They walked up the street peering into every front yard.
At my
house, they came up on the porch and took my son's mountain bike. When
the men attempted to drive away (toward Ellicott) officers swooped
in
and arrested them. The police (this was news to me) took pictures
of my
son's bike and then returned it. It's a good lesson in the obvious

don't leave valuable items like bikes on your front porch. My
son, of
course, knew this. But he got careless. And, as it turned out, lucky.

Here's the follow-up:
On Thursday, August 30, 2001, between 2:30 a.m. and 3:00 a.m. two houses
were burglarized One in the 3200 block of Woodland Drive and
the other
in the 2500 block of Rock Creek Drive. The houses
were broken into
while
the houses were occupied. Police were called.
The suspect was
caught, and
is very possibly the same person involved in the recent
burglaries in
this
area.

Concerning the woman who had her purse stolen with car keys in it,
then
she bought a "club" for her car. The club is a waste of
time and
money. The steering wheel is quickly cut [thin, light weight
metal],
and the club slides off.
What people need, and we bought for all our vehicles at the school I
run
and for our family's car, is a brake or clutch anti-theft device similar
to the club. It's called an "Autolock" and it is almost impossible
to
cut thru it when it's on your brake or clutch pedal. And
you are not
going to cut thru the brake pedal either -- extremely thick and tough
iron. Plus, it's very inaccessible to get a saw down to it. We
purchased our bunch from some TV ad. Cost about $60 [got a group
discount], but well worth it.

QUESTION ABOUT HOUSE AT 4200 MILITARY

I'm curious about what happened with the old house at 4200 Military
Rd.
It was recently torn down, an event I'm basically neutral on. But I
thought there was a lawsuit, or a threat of one, to prevent its
destruction. Was it supposed to be designated a historic landmark?
All I
know is the developer tore the back half off it to make room
on the lot
to build two townhouses, then let the remainder of the house
deteriorate, and then tore it all down a few weeks ago. I'm just
interested in how events proceeded here given that development, infill,
and historic preservation are all hot issues for our neighborhoods.

SUPERCANS
Please note: The following item may be moot because I have not put
out a
regular
COMMUNIT-E since August 7. I'm including it in this issue in the event
that Supercans are still being distributed -- KS

New supercans are being distributed because a large number of the
existing supercans were no longer defending our trash against
rodent
attacks. Consequently, DPW budgeted over $4 million to supply roughly
75,000 new supercans to District residents, free of charge.
The new supercans are being distributed in Ward 3 now. If you have a
supercan in very good condition, it should not be taken (although I've
heard mixed opinions on this). If you want to be sure your existing
can
is not taken away, keep it off the street until after supercans have
been distributed in your neighborhood. The entire distribution
effort
should be complete by the end of August.
Old supercans will be picked up by the DPW contractor when new ones
are
distributed.

KLINGLE ROAD COMMENT

would like it to remain closed. It's an opportunity for Rock

to become more of a park and less of a commuter thoroughfare.
