NEEDED -- VOLUNTEERS TO MARK MISSING TREES

ANC 3F is seeking volunteers to assist Richard Abbott of the ANC 3F
Tree
Committee in marking streets where there are missing trees in our
neighborhood. Richard is working with the Casey Foundation which
has
developed an inventory of District trees and is now putting together
a
tree replacement plan. Marking missing trees is an initial step
in the
planting process. The Casey Foundation will also be using satellite
images in devising its planting strategy. This is a good opportunity
to
contribute to tree replacement in the District and learn more about
the
District's trees. Anyone interested in participating in this project

NEW WEB SITE FOR HOME REPAIRS

About a year ago, I asked the readers of COMMUNIT-E if there was any
interest in establishing a Web site that would consolidate neighborhood
recommendations for home services providers. I got a good response,
I
volunteered to do it, and now I'm pleased to announce that it's finally
ready. I'm calling it DC Home Repair Exchange and it can be accessed
at
www.dchomerepair.com.
Please check it out and, if you like the idea, send me some
recommendations for plumbers, electricians, remodelers, painters, etc.
The site's e-mail address is info@dchomerepair.com This is a
non-commercial site, and please be patient with me as I work out the
kinks. I've never done a Web site before and I'm still learning. I
hope
it will serve as a community resource, not just for our area but for
the
whole city. So when you post a recommendation on COMMUNIT-E, think
about
sending it to the site as well. This way we can have recommendations
in

WHY THE WATER?

In the alley of a house in the 4300 block of Albemarle St (south side)
there has been a stream of water coming out of the yard. It goes
down
the alley and the side street to Albemarle. I particularly notice
it in
the winter when the water turns icy. Why is there
this endless stream
of water?

Re the inquiry about the American Towers suit, I learned today (9/25)
that the company did in fact file an appeal with the US Court of Appeals
for the DC Circuit. The appeal was filed on August 31, and the

PARKING ON BELT ROAD

I am concerned about the "new" parking situation on the west side of
Belt Rd NW between Chesapeake and Davenport Sts., adjacent to the newly
planted triangle park and new curb. Since there appears to be
no
parking signs or restrictions on the side with the newly installed
curb,
cars are now parked all day on both sides of the street, and it is
very
difficult for two-way traffic to get by. Is there any plan/provision
for
parking only on one side so that traffic can freely pass in both
directions on Belt Road without side-swiping parked cars??

analysis of the Nimda malware: "If you visit a compromised Web server,
you will be prompted to download an .eml (Outlook Express) email file,
which contains the worm as an attachment. You can disable "File
Download" in your Internet Explorer internet security zones to prevent
this compromise.

Also, on the "Virtual Card for You" warning - not only is this a hoax,
it's an old hoax. It has been identified by Symantec (Norton Anti-virus
vendor) as a hoax which should be ignored, and should not be forwarded
to anyone else.

The main problem with propagating these hoaxes is that it distracts
computer users' attention from the real stuff, like Nimda. SARC.COM,
by
the way, has both a Virus Encyclopedia and a "Hoax Database" for

REGARDING STUDENT GROUP HOUSE

Regarding the people having trouble with the student group house on
Yuma
Street, some of my constituents had success with a similar situation
a
few months ago by engaging in the Police Department's Partnerships
for
Problem-Solving program. They worked with Lt. Carter of PSA 202
and
Sgt. Ray Danieli from headquarters, who brought together community
stakeholders, local police officers, other D.C. agencies, the students'
university, and the landlord. Resolution of the problems did
not occur
overnight, but by the end of the process the neighbors were very
satisfied.

Thanks for the inquiry. Upon receiving Kathy Smith's newsletter
with
the attached item, I contacted the Dean of Students, Faith Leonard,
and
inquired about their awareness and follow up. Dean Leonard was
contacted by the landlord last Friday, seeking help. He has begun
to
assess what he can do, and asked how the university can also assist.
We
have tracked the residents as being affiliated with a fraternity; the
Greek Life coordinator and the Director of Student Judicial Affairs
were
notified to assess what actions can be taken. The frat's national
chapter has been notified of the problem; the Dean of Students called
the residents in to meet with them to discuss their behavior and the
consequences. I can let you know of additional follow up.
On another item . . . I'm not certain of the origin of the information
in the September 2001 ANC 3E newsletter . . . but there are some
implications that are not accurate. For example, the issue of
the
renewal of the law school parking agreement that according to the
newsletter, "AU refused to renew" . . . is inaccurate. As you
know,
this was not even part of the discussion, since the law school is
commercially zoned and was not part of this 2001 Campus Plan review.
Also, the reference to "a 25% increase in the student population" should
have been in the context of the maintaining of an FTE "cap" (which
as
you know, was actually reduced!) People should not be left with an
impression that we plan to grow 25%, but rather, we were seeking to
maintain a ceiling. Such insinuations are not helpful nor constructive,
and lead to misunderstandings. Regarding parking, however, please
keep
in mind that we did agree to design a parking program for the main
and
Tenley campuses to prevent parking on the surrounding streets.
Please consider this in the spirit of keeping our dialogue strong.
I

As you will, I'm sure, recall, parking around the Law School was one
of
the most controversial parts of the Plan. In the many discussions
University officials and members of the community have had regarding
the
Agreement's renewal, there was no commitment on the University's part
to
continue the Parking Agreement around the Law School, or to continue
enforcing it. Please
let me know if the University has since changed its mind.
As to the population cap, the murky and meaningless FTE ("full-time
equivalent") number, attempts to equate part-time students to full-time
students, i.e., 2 part time students equal 1 FTE. Certainly,
it looks
better to say that you have 8700 FTEs, when in reality you have 12,000
students.
I invite you and other University officials to provide an update on
the
status of the Campus Plan at an ANC meeting, as you would
have a wider
audience to address these details.
