This is a special notice for people to be especially careful.
Coming
home from the Tenleytown Metro at approximately 8:50 pm on last Friday
night I was robbed at gun point. I was half way down the block
of 41st
street. The felon is a young black guy approximately, 20-25,
caramel
complexion, maybe 5'7, 5'8, about 165 lbs. This person is armed and
dangerous. Please report suspicious looking people. He
took my purse
(but let me get my keys) and he took the pizza I was carrying from
CA
Pizza Kitchen.

The new tax assessments reflect DC's shift from triennial to annual
assessments. Most Ward 3 residents are receiving an annual assessment.
The following Ward 3 neighborhoods (See neighborhood code on assessment
notice) are receiving their first assessment in three years: American
University (neighborhood code 001), Chevy Chase (011); North Cleveland
Park (037) and Wakefield (053). The Council passed a law last
year that
permanently limited your tax bill increase to a maximum 25% over the
previous year. If you want to appeal your new 2004 property assessment,
you must send the Office of Tax and Revenue a "First Level Appeal
Application" by April 1. You do not need to provide any additional
information at this time to support your case. You can call our office
at 724-8062 and we will mail or fax you a form. You can also download
this form by going to www.cfo.dc.gov.

MORE ON RECYCLING PROBLEMS

Regarding recycling, and the vendor who is supposed to pick up.
The
3300 block of Garfield street (alley) is also being skipped every other
week, at least, since Christmas. I have tried to find out who
is
responsible for our pick ups, but all the phone numbers I receive from
the D.C. hotline and the Mayor's Emergency Response Center have led
to
endless ringing with no one picking up on the DC side. Any suggestions
on whom to talk to?

The recycling and trash collection efforts have been patchy of late
(you
may have seen last Friday's Washington Post article in the Metro
section). I live on 42nd St and had the opposite problem of a timely
resumption of recycling collection last week but no trash collection.
After three confirmed requests for trash pickup via the District
helpline (727-1000), one each on Tuesday, Wednesday and Thursday, I
finally spoke with the Waste collection people directly on Friday (I
spoke with Tom Lidell, the Deputy Director I believe) and chewed them
out for their poor management and inconsistent advise to residents.
He
promised the trash would be collected that day and it was. You
may have
to adopt similar tactics to get your recycling collected. Bear
in mind
that the Waste collection personnel are on duty from 6 am to 3 pm and
you need to go
through the general District helpline to reach them. You can
also
request a new recycling bin through the helpline at no charge - I
recently requested and received one quite promptly. Hope this helps.
LILY SPANDORF'S "WASHINGTON NEVER MORE" COLLECTION

Some of Washington's most eloquent old buildings, now gone, were
captured on canvas by Lily Spandorf (1914-2000), one of the city's
most
celebrated artists. The exhibit, "Washington Never More," includes
155
paintings and drawings donated to the Historical Society of Washington,
DC. For nearly 40 years, Spandorf painted watercolors of Washington
buildings slated for demolition, capturing more than 175 such scenes.
The Edison Place Gallery is Pepco's new gallery space located
in its

MORE ON TENLEY STUDY CENTER AND PARKING

Interestingly, many folks have responded to my query about the Tenley
Study Center, but only about what's studied there and not how this
private organization has managed to cordon off a nice strip of DC street
for their unrestricted parking. I still wonder how that can happen
when
local residents complain that visitors and workpeople parked near their
houses get routinely ticketed for parking on streets near the Metro.
Maybe I'm just beating a dead horse here.
