I would like to report my encounter with a scam artist, apparently
the
same
woman that others have previously reported in COMMUNIT-E, on April
18,
in
the parking lot on Newark/Idaho streets.
A petite, attractive, well-dressed, light-skinned black woman with
tinted
glasses--perhaps in her 40s--approached me. She was wearing a cloche
so
I
cannot describe her hair. She said that she had locked her purse and
her
keys in her car and needed transportation money to go home to get
another
set of keys. She told me she was a lawyer.
She was very persistent, tagging along with me as I walked toward
Starbucks
on Wisconsin Avenue. She complained how people were so heartless because
they wouldn't help their fellow human beings in need. She told me that
if I
would give her transportation money, it would restore her faith in
human
nature. Also, she said that she would return within the hour and pay
me
double. In face of my lack of cooperation, she asked me why I wouldn't
lend
her the money. So I told her straight-out that I thought she was a
crook.
She then hit me on the arm (hard) and called me a "lying bitch" and
asked
how dare I insult her. Fortunately, the entrance to Starbucks was only
a
few steps away and I quickly entered. My impression was that this is
one
mean lady.
MAGAZINE SUBSCRIPTION SOLICITORS

In the afternoon of April 21 a woman rang our doorbell, gave her name
as
Nicole Harrell, and said she represented American Community Services,
Inc. She said she had been homeless and was trying to accumulate
"points" that could earn her a good job in the company. Her rather
convoluted pitch came down to an attempt to sell magazine subscriptions.
She is well spoken and outgoing.
A web search for the name of the company led to
http://edumacation.com/NationalFieldSellingAssociation, which says
"This
is the industry trade group for companies that transport sales crews,
often high school students or young adults down on their luck,
from
town to town to sell various products and services. Magazine
subscriptions seem to be the most popular offering." My hunch is that
the magazines would never arrive.
The woman wore loose black pants and top. African American, she appeared
to be in
her 30s, about 5' 7", 180 pounds, with medium short, curly dark hair
with some blond
highlights, I think. She had a company name tag on a little strap,
like
a luggage tag.
Leaving our house, she walked west on Military Rd.

On April 18, 2002, the 2-D detectives closed several burglaries in
the
Chevy Chase area. An arrest warrant was obtained for an individual
that
had been arrested several months ago for a burglary in the 3300 blk
Tennyson St where a vehicle was stolen later that day.
Later, investigation concluded that the same suspect was involved in
several other residential burglaries in your area. The detectives
were
able to tie him to offenses in the 3900 blk Livingston St, the 3600
blk
Quesada St, and the 3800 blk Jocelyn St. The suspect has admitted
to
those
offenses.
Just for your information, this subject was also arrested for similar
type
residential burglaries in Mo Co.
I will provide you with updates as this case develops.

WISCONSIN AVENUE REPAIRS

DDOT has begun long awaited repairs to Wisconsin Avenue between
Brandywine
and Fessenden Streets. The first phase is curb replacement, followed
by
new
sidewalks and finally street repaving.
Curb replacement began this week. Kirsti Colombant of the Wisconsin
Avenue
Beautification Committee noticed that the workmen working on the east
side
of Wisconsin just north of Brandywine were tearing up the sidewalk
strip,
site of the long-term "beautification" effort of bulb and perennial
planting. Kirsti called me and between us we were able immediately
to
get
word to the men on the street to "cease and desist" and to not tear
up
the
sidewalk strip plantings during the curb replacement process.
So,
sometimes
the system works!!
However, we will need to continue to be vigiliant. Kirsti
will be
checking
the worksite daily and I have requested the Ward 3 DDOT NIMO
(Neighborhood
Infrastructure Management Officer) to monitor the work site daily also,
so
that any new workmen get the message. I will be out of town next
week
(April 28-May 2), but Kirsti knows how to contact the appropriate DDOT
people if the problem arises again. So, if in your travels along
Wisconsin
Avenue between Brandywine and Fessenden during the next few months
you
see
care not being taken to preserve the WABC plantings in the sidewalk
strip,
please call me immediately. My contact info is below. Next
week, since
I'll be out of town, call Kirsti or Colleen Smith, Ward 3 Transportation

Early Morning Walking Group: Update and Invitation to New Walkers
Since this group was formed in February, we are now about 6 walkers
(plus
or minus a couple of people, depending on a given day) who meet on
Tuesdays
and Thursdays at 6:15 A.M. We do a 45-minute (2.6 mile) loop
(with
uphills and
downhills) through Spring Valley. And even though we meet quite
early,
it
IS daylight now for the entire duration of our route--a fact that really
helps our motivation! (Some of the walkers are also motivated
by
Starbucks's close proximity to our ending point!) Feeling inspired
by
our
weekday success, a few of us have also recently met to walk on Saturday
mornings at 7 A.M.
We're eager to expand our group to include even more neighbors.

BICYCLE RIDES, WORKSHOPS PART OF PLAN UPDATE

The District Department of Transportation announces a series of
workshops
and bike rides in each ward as part of updating the DC Bicycle Master
Plan.
During the rides and the subsequent workshops, the participants will
locate
and map the best and worst routes and identify new bike lanes, paths
and
parking spots.
"This is a once-in-a-generation opportunity to make the District even
more
bicycle-friendly for all, with safer and more convenient routes and
parking
spots," said Dan Tangherlini, the District's Director of Transportation.
"We want as many people as possible to ride with us and come to the
workshops."
Already bicyclists make over 25,000 trips every weekday in the District,
the highest level in the region. The most recent census showed
an 80%
increase
in the number of DC residents bicycling to work. The development of
the
bike plan, expected to be completed early next year, is being guided
by
the DC
Bicycle Advisory Council, whose 18 members are appointed by the DC
Council.
The firm of Toole Design is helping DDOT with the update under a
$480,000
contract; the Washington Area Bicyclist Association is coordinating
the
rides.

Kathy -- saw our recent posting about DCPL funding. Actually the
Judiciary
Committee (after the Education Ctee markup) recommended transferring
$1
million for the DCPL budget. That has yet to be ratified by the full
Council but will, in all likelihood. (The report had said $500K). Also
transferred
just under $3 mil in capital to DCPS from the police department capital
budget.

Dear Friend of the Tenley Library:
Once again, this is an appeal for your immediate action, e-mails or
faxes
to every member of the City Council (addresses below), which will be
meeting tomorrow, Tuesday, to decide on the District's FY2004 budget.
As you know, the current budget cut library funds twice, reducing
operating
hours and putting the four branches that are to be replaced or renovated
in
jeopardy of being closed entirely for periods far longer than are needed
for demolition and construction. The Mayor's proposed FY2004 budget
for
the
library included an additional cut of $1 million, which would make
further
reductions in hours a necessity and continue to lower the already low
maintenance of facilities, among other short-sighted economies.
Thanks to your previous e-mails and the impressive public testimony
and
attendance at the library budget hearing on March 20th, the Committee
on
the Judiciary, chaired by Kathy Patterson, has recommended the transfer
of
$1 million from its funds and the Committee on Government Operations,
chaired by Vincent Orange, has recommended the transfer of $500,000
from
its funds, with both transfers to go directly to the DC Public Library
System's FY2004 budget.
The restoration of the $1 million that the Mayor's budget would cut,
and
the additional $500,000, would alllow the library to restore many of
its
operating hours and keep the four branches mentioned above from being
closed far longer than their rebuilds require.
Now for the need for your action. The Council meets as the Committee
of
the
Whole tomorrow, Tuesday, April 29, to decide on the District's budget.
It
can accept the $1,500,000 recommendations of the two committees or
an
earlier one from the Committee on Education, Libraries & Recreation,
chaired by Kevin Chavous, for $1 million, which was made before that
Committee learned of the Committee on the Judiciary's decision to
increase
its transfer recommendation. One million would only maintain the unhappy
status quo; $1,500.000 would permit restoration of branch hours.
Please e-mail or fax Council members TODAY to tell them you want ALL
funds
recommended for transfer to the DCPL budget from the budgets of the
Committee on the Judiciary and the Committee on Government Operations
to
be
allocated to the FY2004 library budget, as intended, in order to restore
hours of operation at branch libraries and to keep all branches slated
for
rebuilding open during the contracting, design, and permitting phases
of
the design-build contract. (And be sure to thank Kathy Patterson and
Vincent Orange for their committees' generous actions.)

I'd like to respond to Nancy LeRoy's question about the possibility
of a
conversation with an ANC Commissioner having any effect on people
leaving their dog's poop wherever it is deposited. I am an ANC
Commissioner and I can thell you that I have been fighting the same
problem for as long as I can remember and have found that not only
are
some of the people who refuse to clean up after poochie inconsiderate,
but they can also be quite rude when confronted. I politely asked
one
man to clean after his dog and he flipped the finger as he waved
good-bye. Another man became very indignant when I asked him
not to put
his dog-poop bag into my empty garbage can on a 90 degree day, which,
by
the way, was on MY property. The bags break when more trash is
thrown
on top of them and you can imagine how that smells for the rest of
the
week! I have chosen not to have a dog any longer, in part because
I do
not want to put up with their mess. My opinion is that if it
is your
dog, then it is your poop! It would certainly make life in the
neighborhood that much more pleasant if all doggy owners were as
courteous as most of them already are.
