SEVERAL POSSIBLE REASONS . . .
In the last issue, I asked for theories about why the DC Government
e-mail provider would kick back my newsltter. It happend twice. Here are
some explanations.

BURGLARY ARREST

As you may have heard, the Second District had been struggling with a
series of daytime residential burglaries in the upper end  for the past
few weeks.  We got a break yesterday and made an arrest of a subject
that we think will be good for dozens of  residential burglaries in 2-D,
and 4-D and possibly even 3-D.  This subject has an extensive record for
burglaries, and was released from prison earlier this year for
burglaries in Mo Co.  He would burglarize residences to support a $400 a
day crack  habit.

On the morning of Thursday, June 5, 2003, a burglary of a residence
occurred in the 4900 blk of Western Ave,  A home was  entered through a
rear window and small items, including jewelry, clothing and cash was
stolen.  Over the past few weeks, we had noticed an increase in the
number of daylight burglaries of residences in the upper 2-D  area.
Several of these burglaries involved a lookout for a white male, stocky
and bald.  As a result, members of the Second District casual clothes
unit deployed in this area.   Once on the scene of the burglary on
Western Ave, the casual clothes officers noticed an open rear window,
and foot prints in  the grass and on the window sill.  During a canvass
for a suspect they located a white male that matched the description
listed  above.
 
The subsequent investigation has tied this suspect to the Western Avenue
burglary, and revealed that he has committed dozens of residential
burglaries in the 2-D area, and may be involved in similar burglaries in
4-D and 3-D as well.
 
This subject has an extensive record for burglary, and was released from
prison earlier this year for similar offenses in Mo Co.  I  will keep
you informed of our progress in this investigation.

QUESTION ABOUT HOW TO REMOVE GRAFFITI

for graffiti (mostly on stop signs and parking signs).  It's really
getting out of hand in AU Park, and I'd like to try to clean up some of

HECHINGER BUILDING DEVELOPMENT

Can anything be done with construction trucks coming and going between
2AM-5AM?  They are, of course, noisy (especially since most people are
asleep), dropping off equipment and beeping as they are backing up.
Isn't there a law  against this in DC?

JANNEY SOCCER FIELD DEVELOPMENT
I hope that they require the new developer to include enough parking for
the residents.  The new condos above the Hechinger building with not
enough parking spaces, my neighborhood street will be filled during the
day (which it already is by people who drive a few blocks from home to
park closer to the Metro), as well as the evening and weekends.  Let's
hope by all this development, we do not become like Dupont Circle (which
many of my neighbors have move from to live in a quieter area).
 
 
 

PEIRCE MILL OPEN HOUSE

The mill has been closed for the past year while repairs were made to
the internal structure of the building.  The Friends of Peirce Mill are
proud that this work -- the first phase of the restoration project --
was made possible by the efforts of our volunteer members in raising
money from foundations and other donors.

Arrangements have been made to open the mill for this one day to show
the neighbors what's been accomplished. Tour the mill (at Tilden and
Beach Drive) on June 14th, talk to the members of  the Friends of Peirce
Mill, and visit the adjoining Peirce Barn (formerly the Art Barn) to see
the display of historic photos of the mills along Rock Creek, of which
Peirce Mill is the sole survivor.   Coffee, juice and cookies available.

TREE-BOXES BEING PAVED OVER

I cannot understand why such effort and money is being spent to degrade
upper Wisconsin Avenue, both environmentally and aesthetically.

In the last few months, I have seen crews on most of the blocks of
Wisconsin Avenue between Tenleytown and Friendship Heights replacing
curbs and sidewalks. But they are also bricking over the tree-box strip
of ground between the concrete sidewalk and the curb.  The same has been
done in front of 5310 43rd Street (Chevy Chase Plaza Children's Center).

Why is this area not being left unpaved and landscaped, even if only
with grass? I believe that the adjacent property owners are responsible
for the upkeep of these areas, and our ANC can easily recruit neighbors
(from among our many avid gardeners) to help out if needed.

Can you please tell me why this is being done? Is there any way to
reverse this awful plan?

PUBLIC MEETING ON NOISE FROM NATIONAL AIRPORT

June 19 - 6:00 pm to 9:00 pm:  Public meeting on noise impacts from
Reagan National Airport will be held at Sibley Memorial Hospital's Ernst
Auditorium at 5255 Loughboro Road, NW.  It is one of two public meetings
being sponsored by the Advisory Committee to National Airport's Noise
Compatibility Study.  The Community Advisory Committee will advise the
Metropolitan Washington Airports Authority (MWAA), which operates Ronald
Reagan Washington National Airport, as part of a study designed to
forecast future noise contours at National and to propose abatement and
mitigation actions to reduce community noise impact. Some of the areas
identified by the Palisades Citizens Association, which is helping to
organize the meeting, include flight paths, aircraft types, nighttime
operations, noise monitoring and community relations. For more

CONNECTICUT AVENUE TRANSPORTATION STUDY

The Draft Final Report on the Connecticut Avenue Transportation Study
prepared by
DMJM+HARRIS, Inc. for the District Department of Transportation (DDOT)
has been released. The major roadways in the study area Connecticut
Avenue, Reno Road, Albemarle Street, Van Ness Street and Tilden Street
in the Forest Hills area. The Report is posted on ANC3F's web site at:

Please note that the 100 page Report contains a number of drawings and
charts and is a 12 MB file. Without a fast connection to the internet it
will take about 45 minutes to download.

ANOTHER POINT OF VIEW ON THE LIBRARY DEVELOPMENT ISSUE

Actually, you might be the only one who thinks it's a laydown fact that
this is a great idea, and I bet you are the only person in the area who
thinks it's a great idea to put more residential units on Wisconsin
right there until it has digested the Martens Volvo project and whatever
they are planning to do to the Babe's site and the site acordd from
Babe's and to the Hyundai site that was just sold. My guess is you don't
live on Wisconsin or use it for transportation much or you would know
that it is nearing capacity, especially on weekends and at rush hour.
The city is feckless and
bumbling in assessing traffic impacts and we need to make sure the thing
isn't totally locked up in case we need to get, say, a fire truck or an
amublance up or down it in a hurry. Or maybe to get the heck out of
Dodge if everyone wants to leave at once.  This business of trying to
pile every evailable site on Wisconsin full of  residential units has
got to get some serious study. Sure it's a big road. But "smart growth"
or no "smart growth" there are a lot of other places in the city that
need to enjoy a little bit of development too.

Visual artist Paula Crawford will show paintings and talk about her
work.  Composer Frances Thompson McKay will present works, including her
summer arrives like a carillion on the incoming tide a new composition
for piano and tape, which she will perform; Pegasus for solo flute,
performed by flutist Karen Johnson; and Eve by the mother-daughter
ensemble of flutist Elivi Varga and pianist Eva Pierrou.  This concert
will be Eva Pierrou's farewell concert to the area.  This event, which
is sponsored by Levine School of Music and the DC Commission on the
Arts, is part of La Fête de la Musique, an international festival
celebrating the arrival of summer, which is taking place for the first

traffic in the District.  The purpose of the study includes the
