  HAPPY SEPTEMBER! I was away for several weeks, during which time my
  mail box filled up. If you tried to send something and it was returned,
  just resubmit it.

  I received a lot of attempted viruses. Please be assured that I will
  never send you a notice with an attachment. If you receive such an
  e-mail from me, just delete it and remove it from your trash file as
  well.

  I also will not open attachments, so please send me just the straight
  message. At the end of this newsletter is an item on the current batch

  MORE ON FAIRNESS TO THE VICTIM

  I know for a fact that it [criminal privacy laws] prevents rape victims
  from learning whether the rapist is HIV positive. The friend of a
  daughter was raped a year ago. She had to take a series of dangerous and
  expensive drugs to prevent HIV. The government refused to tell her
  whether the rapist was HIV positive, so she continues to have regular
  exams to check for exposure.
 
 
 
 

  MESSAGE FROM 2D COMMANDER JEFF MOORE

  The Second District is experiencing an increase in the theft of
  bicycles. This recent increase involves both the thefts of bikes left
  on public space and a few from garages in neighborhoods.
 
  I am sorry to have to ask again for your help, but if you could be
  conscious of these thefts and try to remember to lock your bikes when
  they are left on public space. Many of these thefts do involved bikes
  left unlocked on sidewalks and in neighborhood yards.
 
  I have assigned several officers in uniform and plain clothes to focus
  on these thefts. We will undertake both high visibility patrols and
  plant bikes as decoys using casual clothes officers. So far we have
  made a couple good arrests - one of which took place in the 3000 blk of
  Veazy St when a suspect was stealing a bike from a locked storage are in
  the basement. Another involves an arrest of a suspect who was in
  possession of an unregistered bike, who had an outstanding warrant
  pending for his arrest for drug possession.
 
  As always, we appreciate the support we receive from the community, and
  just as a reminder ask that you safeguard your bikes as best you can.
  And remember - bikes in DC need to be registered. This makes it
  infinitely easier when we try to track the theft of a bike. So those
  who haven't had the time to register your bikes, please come to the
  station and do so when you can.

  ALERT! FRAUDULENT CITIBANK EMAIL

  Citicorp has alerted us that a fraudulent e-mail first circulated back
  in May of this year has resurfaced. The purpose is to collect account
  information and PIN numbers and relay them to an unauthorized
  third-party.

  The email claims to be a notification to existing customers requiring
  you to recertify your account information and agree to their new Terms &
  Conditions notice. The message contains Citibank logos, graphics and
  active links to the real Citicorp web site. The email may come from a
  variety of sources, often with altered sender addresses made to look as
  if it were sent from Citibank or Citicorp directly.

  This message is a hoax and should be deleted. Do not click on any link

  TENLEYTOWN HISTORIC RESOURCE SURVEY

  to present the draft of the Tenleytown Historic Resource Survey on
  Monday, September 8, at 7 p.m. at St. Ann's School on Wisconsin Avenue

  We invite members of our Survey Advisory Board, our survey volunteers
  and the general public to attend this presentation. We hope to hear
  your thoughts on the survey before it is officially completed on
  September 30.

  The meeting will be held in the Monsignor Awalt Room of St. Ann's School
  on Wisconsin Avenue just north of Tenley Circle. If you are driving,
  you may enter and park in the alley behind the school. (The entrance is

  PERMITS, GARBAGE AND SUMMER RAGE

  In an otherwise peaceful summer I find myself the victim of the City's
  desperation to grab every nickel and dime from its long-suffering
  residents, even breaking its own rules, and taking advantage of its own
  incompetence, to do so.

  Our newly-arrived Nanny received a parking ticket outside our house,
  despite displaying a valid zone-3 temporary permit obtained from
  District 2. As instructed on their snail-like website I sent in the
  ticket and a copy of the permit, but my appeal was rejected with little
  explanation, other than an incomprehensible letter which asked for an
  additional $10 to appeal the decision further.

  Mindful of the need to hide her car - given that the police permits
  don't appear to be valid - until we could get it inspected and plated
  (how long will that take?) I decided to put it in our garage.

  This involved removing the garbage from inside the garage - so I called
  the bulk disposal people. They told me they would collect 8 days later,
  and told me to put the garbage in the alley the night before the
  collection date. This I did - in an orderly and unobstructive fashion.
  Unfortunately, the garbage collectors never showed. I called the Major's
  hotline and was given another date. They failed to show again. Finally,
  I called a private removal business and paid them $120 dollars to take
  it away.

  On Saturday, by registered mail, I received a citation from the
  Department of Public Works for $35 for "improper bulk disposal."

  My rage at the City is tempered only by pity for the anonymous neighbor
  - clearly a coward with not much to do - who complained about my rug,
  old shutter doors, and broken air conditioner lingering by my back
  fence. But I suppose being such a sneak has its advantages. If Osama Bin
  Laden were to show up in the alley between Warren and Veazey he'd be
  spotted immediately !

  Total cost:-
  Parking violation $30 (with more to come if I continue to contest it).
  Garbage removal $120
  Citation $35 - plus costs for appeal presumably.

  Lucky I have better things to worry about.

  is a VERY small statement. It is SO small it is hard to read--but here
  is what it says---- "By completing this form, you agree that sponsors
  and co-sponsors of this offer may telephone you, even if your number is

  QUESTION AND REQUEST ABOUT NOISE IN THE 'HOOD

  handy people
  starting to do very noisy jobs before 8 or 9 a.m. ?? Lately there
  seems to be more leaf blowing, lawn mowing, and other loud outdoor work
  being done quite early in the
  morning. Many people would welcome a bit more consideration and ask
  that such jobs
  not be tackled prior to 9 a.m. -- particularly on week-ends. Thanks!

  PROBLEM WITH WORKMEN IN THE 'HOOD

  I am trying to think of a way to deal with a problem we are confronting
  in the neighborhood. My 12 year old daughter does not feel free to walk
  down the street without being ogled and sometimes followed by the
  workpeople in the neighborhood. I witnessed it yesterday even as I
  walked by her side. There must be a way that we could produce a short
  bilingual policy recommendation to distribute randomly to workers asking

  BEAUTIFUL CALICO ANNABELLE LOOKING FOR LOVE!

  Annabelle is a beautiful young calico that someone dumped at my feral
  colony. She was tame enough to be picked up and carried home. She is
  probably 5-6 months old. White w/vibrant red and black and pale yellow
  eyes. She is very affectionate, a lap cat! I have had her spayed,
  tested, and she is UTD on shots. A sweet girl looking for a forever home
  where she won't be cast in the
  streets to fend for herself.

  Petite and sweet. Luxurious minky black girl with a small white diamond
  on her chest and luminous golden eyes. She is front declawed and UTD on
  shots. This princess was pulled from a home months after her owner was
  moved to a nursing home. It is a miracle that she was able to survive
  without water. Someone was depositing bags of dry food and tore them
  open for her. She was so appreciative to be rescued and is looking for
  someone to love her forever.

  DEPARTMENT OF TRANSPORTATION STUDY

  This is regarding traffic recommendations in the Friendship Heights
  neighborhood. As you may know, the DDOT has hired a contractor to do a
  study of traffic in the area. Part of that study recommends reversing
  the traffic diverter at 43rd St. and Jennifer St. I was on a citizens
  committee back in the 70s working with DDOT to get the diverter
  installed to alleviate the constant cut thru traffic from Connecticut
  and Reno Rd. to Wisconsin. It has been very effective in preserving the
  quality of our residential neighborhood. With traffic from Military Rd.
  diverted to Jenifer St. will be disastrous to our neighborhood. I live 2
  houses from that intersection.

  FRIENDSHIP HEIGHTS TRANSPORTATION STUDY

  The District Department of Transportation (DDOT) is concluding a 20-week
  study to investigate traffic and truck management improvements in the
  Friendship Heights area of Northwest Washington, D.C. Representatives
  of DDOT will provide information regarding recommendations for traffic
  mangment in the Friendship Heights area. An updated Draft of this study
  will be available on the DDOT website (www.ddot.dc.gov under
  "transportation studies") the week of August 25th.

  DDOT will be available to answer questions and solicit public comments
  from all interested parties during the meeting. The public meeting will
  be held Thursday, September 4, 2003 at St. Mary's Church at Fessenden

  UPPER WISCONSIN CORRIDOR STUDY UPDATE

  inquiries regarding the status of the Upper Wisconsin Avenue Corridor
  Study. The draft report is still be worked on by the consultants. The
  Office of Planning is working with the consultants to have the draft
  completed in late August or early September. The Office of Planning
  intends to hold a public meeting in late September. The draft plan will
  be released in advance of the public meeting to give the public an
  opportunity to review it.
 
  The Ward 3 Planning Coordinator's position is still vacant and the
  Office of Planning is working to address the vacancy. Robert Collins,
  the former Ward 3 Planner, has agreed to assist the Office of Planning

  I used this car a few weeks ago to run errands in Rockville and Reston.
  I would highly recommend looking into either Flexcar (or the competing
  Zipcar service) before buying an
  additional vehicle, especially since insurance, taxes, etc are
  included. The more we use these cars, the more it will make sense to
  put additional cars into service in our neighborhood.

  I just signed up, and found the procedure pretty straightforward. It
  goes something like this:

  1- Go to www.flexcar.com and sign up, using the $10 off promo code if
  you have it. Otherwise, you'll fill in a few personal details and pay
  $25 to cover the costs of checking your driving record, setting up your
  account, etc.

  2- ~1-2 weeks later, you'll receive a thick envelope containing a list
  of cars in the area, an electronic key card (credit card size), and a
  paper w/ your member number and PIN.

  3- Reserve your car by PHONE: You can reserve a specific car for a
  specific time slot (e.g. 2-4:30 PM tomorrow), just keep in mind that
  your preferred car may not be available if you leave it to the last
  minute. To book your car, call the toll free number, and navigate the
  voice prompts to enter your Member/PIN #, then the car
  number/date/time. A little cumbersome at first, but it gets easier with
  practice. You would call the same number to extend your reservation if
  it looks like you're going to go too long.

  4- Find your car: Most cars seem to be in Metro Kiss and Ride lots, and
  have their own dedicated, and well-marked parking space. Honda Civics
  seem to be the most popular,
  and all have cruise control and AC. Check the car for damage, and note
  anything on provided damage report slips. You unlock the car by swiping
  your electronic key card over a sensor in the back window. Once you're
  in, you would pull out a keypad from the glovebox, enter your PIN and
  then put the regular car key (also in the glovebox attached to a HUGE
  keychain) in the ignition and start the car normally.

  5- Drive your car: When you park at your various stops, you would lock
  the door normally, then unlock it again and follow the same startup
  procedure as above to resume your trip. If the gas tank goes below 1/4
  tank, they ask you to refill it before returning the car. You get
  reimbursed for gas, although I haven't done this yet, so I'm not sure
  exactly how it works. I believe the same holds true for car wash.

  6- Return your car: Before the end of your reservation period, bring
  the car back to the same spot you started. Shut off the engine, lock
  the car, grab your stuff, and walk away.

  7- Cost: There are many rate plans actually, so that more frequent
  users would pay less than the basic $8/hr rate. Keep in mind that all
  rates come with mileage limits, and there are small per mile charges for
  going over those limits. I'm guessing the cost/benefit would start to
  favor an ordinary rental car if you plan to drive on the highway for
  several hours with very little stop time. Flexcar has a special
  relationship with Enterprise.

  Hopefully this helps to shed light on how this rather new approach
  actually works in practice. It's definitely worth signing up since the
  fee is so minimal, and you never know when you'll need to make a quick
  run to the 'burbs and find yourself one car short.

  NEW VIRUS

  This new virus (W32/Sobig.f) is a High Risk mass-mailing worm. It
  operates by hitting a pc, harvesting all the email addresses it can
  find, and then mailing itself to all those addresses. The worm also
  "spoofs" the "from: field", using one of the harvested email addresses
  when it propagates. Translation - you may receive an automated
  notification from an organization stating that you sent one of their
  users an infected e-mail when in fact the offending email wasn't really
  sent from your computer. The virus simply found your address somewhere
  and is pretending to be you (and a million other people). So exercise
  care when opening emails with attachments. An infected email can come
  from addresses you recognize.

  The virus arrives as an email attachment with a .pif or .scr extension.
  The common subject lines, attachment names and message content
  associated with this virus are:

  This particular virus is extremely widespread and shows no sign of
