COMMUNIT-E
October 5, 2000

UPCOMING LOCAL ELECTIONS
It's that time again folks. Friends and neighbors are beginning to surface as
contenders for various positions of service to the community.  They deserve
every ounce of all the meager credit they ever get for taking on difficult
tasks and enduring the local squabbles over issues that have such tremendous
impact on the quality of our lives. I want to thank every one of them who has
the heart to get into the fray.

I'd also like to make two endorsements:

1.)  Martin Levine for Board of Education, Wards 3 and 4
I've know Martin since 1984, when he was Deputy Assistant Director at the
Congressional Budget Office where he was responsible for overseeing analysis
of education policy issues, among other areas. From there he went to Fannie
Mae where he was Senior Vice President for Low- and Moderate-Income Housing,
until his recent retirement.

Martin is a DC native and impressive product of  our  public schools
(Whittier, Paul, Wilson).  He has served as a mentor to several DC high
school students,  and he has a niece who teaches in a public elementary
school in SE Washington. He has taught political science at Miami University
in Ohio and was  a student teacher of high school history in his early
career. I know he'll  work  hard to raise expectations and push for changes
in policies and in the use of resources to make that happen. One of his goals
is to build additional partnerships with private companies, nonprofit
institutions and the federal government --  to tap their resources to help
strengthen DC schools.  You may see me about, working on his campaign.  I
think he'd make an excellent School Board member.

2.)  Tad DiBiase for ANC3E Commissioner
I endorsed Tad when he first ran for this seat. He has exceeded my
expectations. We have a strong ANC and Tad is an integral part of that
strength. I look forward to him continuing to work on behalf of our community.

------------------

I also want to thank Steve Posniak, who announced  at the recent AU Park
Citizens Association meeting that he does not plan to run again for ANC
Commissioner. Steve worked very, very hard to preserve our bus service even
as WMATA  chipped away at it. He has thrown all his support behind an
architecturally attractive new fire station that will provide a decent work
place for the firefighters and improve their ability to get the engines out
the doors quickly. If  and when we ever get an attractive new station, we can
thank Steve for all he is doing to make it happen. He is also involved in
making American University take responsibility for the actions of its
students living off campus. For these and for all the other causes he has and
is working for, I thank him.

TENLEYTOWN FIREHOUSE
From:   jciw-centernet@erols.com (Jane Waldmann)
I know you and others in the community have been concerned about the future
of the Tenleytown Firehouse - as is the Tenleytown Historical Society - and
its ability to provide the necessary level of service to the community both
currently and into the future.  Jean Pablo and I were able to meet with Chief
Few in late August.  The attached letter to him following our meeting
summarizes our discussion.  I hope you will be able to include it in your
newsletter.  Thanks.
Jane Waldmann

Chief Ronnie Few
District of Columbia Fire Department
1932 Vermont Avenue, NW
Washington, DC 20001

Dear Chief Few:
                RE: Tenleytown Fire Station

Thank you very much for taking the time last August 21st to meet with Jane
Waldmann and me about the future of the Tenleytown Firehouse.   We
appreciated your candor, and were pleased to learn of your interest in
historic preservation.

We are glad of your reassurance that the current level of fire and rescue
protection provided by the Tenleytown Fire Station is appropriate and can
satisfactorily meet its responsibility to the community it serves.  As we
mentioned, this has been of concern, and we will now do what we can to pass
this assurance on to the community.

As we said at our meeting the Tenleytown Historical Society shares your goal
that the Tenleytown Fire Station continue to be provide the most effective
protection possible.  We understand that this means improved housing and
working conditions for our firemen as well as the ability to house equipment.
You can count on community support to have the flashing red light or traffic
light on Wisconsin Avenue at the fire station.  This will prevent any future
accidents on Wisconsin Avenue in front of the Fire Station.

Your willingness to have an assessment of the firehouse conducted by a
preservation architect is very important to us and the adaptive use potential
is in keeping with our shared commitment.   As promised, we have found an
architect, Amy Weinstein, who is well qualified to complete the assessment.
I have talked with her, and she is willing to undertake this task.  I will be
calling your office with information about her and to find out how to proceed.

As you are aware, historic preservation serves a public purpose and
recognizes the long history of our area.  We believe that upgrading the
Tenleytown Fire Station can be achieved in harmony and that our mutual goals
can be realized.  Please be assured of our continued cooperation and support.

In closing, I would like to express our appreciation for Mrs. Kelly’s
courtesy and assistance in arranging our meeting with you and our pleasure in
the friendly welcome extended to us when we visited your office, both by Mrs.
Kelly and the security guard at the entrance as well as others who passed by
as we were waiting.

                            Sincerely,
                            Jean Pablo, President
                            Tenleytown Historical Society

UPDATE
The last I heard is that Amy Weinstein is meeting with the Fire Department
architect to make an assessment of the building to see if there's any way
that the old building could be used as part of the new firehouse. Her report
is expected about by the end of October.  -- KS

RAT PROBLEM IN THE 'HOOD
From:   eh@eri-la.org (Enid Holden)
I am concerned about the number of rats I have seen recently in alleys
around  43rd St while walking my dog. In particular, around Brandywine and
Chesapeake Streets, behind River Road there appears to be an infestation in
the alleys. Is there something we as residents cold do jointly to stop the
problem now, before it gets more serious?

LEAD PAINT
From:   lindahughes@mris.com (Linda Hughes)
If you own property in DC you should be interested in following the progress
of the Mayor's Lead Paint Bill.  Realtor's are tracking the bill and have
issued a Realtor Call to Action.  Some of the info provided on this site
should be very useful to property owners and, in particular, owners of rental
property.  It is not proprietary and I have received permission from the
Greater Capital Area Association of Realtors to post this web site here. Keep
in touch with the site for updates:  http://gcaar.com/ctalead2.htm

Hi,   I am looking for a good housepainter (exterior).  We are also
considering having the house covered with vinyl siding.  Does anyone have any
suggestions?   About seven or eight years ago we used SG Painting (Sabel
Guifaro), but cannot find a current number for him.  Thanks for your help.

Do you have a plumber to recommend?  I need someone who can move pipes around
in the basement which is being remodeled. Thanks.

Do you know how/where I can pick up a copy of the recently published book on
the history of Tenley Town.  We're looking for research material for our

Last I heard, you could get copies from the Travel Book Store across from the
Library and from Carolyn Long at:  long@nmah.si.edu -- KS

I wonder if anyone can recommend a good plasterer.  Would much appreciate the
name of someone.

Thanks for sending out the emails, I've been enjoying them.  I work at home
and am a stay at home Mom, so any connection to the outside world is
welcomed!

In response to the cat without a collar-- I had a cat once that was indoors
only, but I still put a collar on her.  Twice I came home to find her
hanging from her collar (luckily not dead).  Both were safety collars (I
guess that is why she was still alive.)  Needless to say, I gave up on the
collars.  I know it looks irresponsible, but not all cats can safely wear
collars.

Under your notices section: I need a babysitter.  "Looking for a Part-time
Nanny for 2 boys ages 3.5 and 1.5 in my Tenleytown home 3 days per week.
(The older boy is in Preschool 3 mornings per week.)  Must be legal and have
references.  Driving a plus but not necessary.  Send email to
dsiegel@cais.com or call 202-686-3449.

CRIMES IN THE 'HOOD AND OTHER PUBLIC SAFETY INFORMATION

New MPD policy on reporting rape and other sex offenses:
Until recently a rape was not placed in the PSA crime listings until it had
been investigated and a determination made about the validity of the
accusation. Chief Ramsey has changed that policy so that all reported sex
offenses against adults will now be listed. The impact of this new policy may
be that more rapes and sex offenses will be listed in the crime reports than
before. This does not mean there is a new wave of sex offenses in this area,
but merely that all reports are listed whether they turn out to be
substantiated or not. In the past, those not substantiated would not have
made it on to the list.

---------------
Legislation passed to encourage various police agencies to work together:
I don't have a lot of the details yet, but apparently Congress passed
legislation that permits/encourages  the some 30 different police agencies
that operate in DC to work together, share information, work with DC police,
etc. This has been an enormous problem area in the past and a huge
duplication of  resources. One outcome is that Metro police may now patrol
the areas around the Metro stations. As I get more information about this,
I'll let you know. This is really big in terms of what it can do to reduce
crime.

From:   MPDC2DCMDR (Commander Peter Newsham)
Sergeant Rick Davis will be retiring after 28 years of faithful and dedicated
service to the Metropolitan Police Department.  He has carefully considered
his decision, and he believes that his retirement will be in the best
interest of his family.  We will certainly miss him.

Three new lieutenant are coming to 2D:
Brian Bray - PSA 205
Robert Contee - PSA 206
Jack Goleib - PSA 207

----------------
Some Items From last night's CAC meeting:
1.)  MPD will be getting its own helicopter in time for the Presidential
Inauguration!

2.)  2D will have its annual awards banquet on Thursday, November 9, at Fort
McNair. The community is invited to attend. Tickets can be purchased by
calling the desk at 2D -- 282-0070.

3.) The recent robbery at the Zoo will be the subject of the October 14
America's Most Wanted television show.

------------------
Frequently asked question: What does "closed" mean when it appears after a
crime item in the following list of crimes in PSA 202?

Answer:  It means that the case was closed with an arrest. Even the issuance
of a warrant does not close a case until the arrest is made. If the case is
not closed with an arrest, it continues as an open case.

There was a huge spike in burglaries and theft from auto in August,
presumably because it's well known that a lot of people are on vacation at
that time. I can't help but think that Lt. Carter's idea of having a
cam-corder running behind the window would be a good idea on some streets.

For additional sources of crime information, check out the MPD web site at
