A FEW ITEMS FROM WEDNESDAY'S 2D CAC MEETING
**** The red light cameras are working; red light running is down
significantly. They are looking into stopsign running next. If you
want a red
light camera at a particular intersection, Lockheed Martin will go
to that
intersection and make a determination about whether or not to put a
camera
there. They can be contacted via the MPD web site at www.mpdc.org.
**** Crime in 2D is down in upper NW but it's up in midtown -- mainly
theft
and theft from auto.
**** The police will now be carrying City Service Request Forms for
things
like graffiti, broken street lights, etc. If you don't see an
officer to
make the request, send an e-mail to Commander Peter Newsham at
MPDC2DCMDR@aol.com. Also, don't forget the Graffiti Removal Office
Rapid
Response Team under Michael Carter at DPW. They are on 939-8764 or
Fax:
939-8191.
**** For illegal dumping, contact the Environmental Crimes Unit on 645-7199
or
645-7196. DPW Inspector Lawrence Dance spoke at the CAC meeting about
this
Unit. Other people in that office are DPW Inspector Cleveland Ray and
MPD
Sgt. Shakir Muslim. Don't hesitate to call them.
**** If you overindulge during the holidays, WRAP (Wash. Regional Alcohol
Program) is sponsoring the Sober Ride Program, which will give you
a free
taxi ride home if you are 21 or over and feel you are too impaired
to drive.
This will run from Dec 6 to Jan 2, 8 pm to 4 am. Call 1-800-200-taxi.

LOCAL ELECTIONS
In response to my invitation to all interested candidates to tell us
about
themselves, another candidate has chosen to do so. Here is what he
has to say

I have lived on Grant Road for 16 years. I know and appreciate upper
Northwest, having led historic walking tours of the area since 1986.
I am a
Director of the Tenleytown Neighborhood Assn. I also have been active
in
Northwest in social service and community efforts as long time Chair
of the
Outreach Committee of Grace Episcopal Church. Grace provides
more funds per
capita for community service than any other area Episcopal church.
I am a
current Vestry Member and former Treasurer of Grace. I long served
on the
Executive Board and was Treasurer of the Episcopal Caring Response
to AIDS.
I want to provide a new and different approach for residents of ANC
3E-04.
My commitment is:
o To represent the community and what it wants;
o To really listen;
o Having recently retired, to be accessible and
responsive on a full time
basis;
o To return phone calls, answer mail and meet constituents
on issues they
care about.
I think we should be proactive and not reactive. Having met and
talked with
the new Office of Planning planner for Ward 3, I will respond to his
desire
for community involvement in the new Master Plan by holding small
area
meetings with neighbors to determine what they want in order to channel
it in
to him before the plan is drafted. (It is easier to prevent a
planned
tower--there was ample warning-- than to get rid of such a hazard after
it is
half built). I will act on his willingness to inventory historic and
natural
resources of Ward 3 to get them on record.
My goals are to:
o promote sensible smart growth in our neighborhoods;
o support responsible development of the Wisconsin
Avenue commercial
corridor;
o safeguard and preserve the character and quality
of life of
neighborhoods;
o resist capricious spot zoning and inappropriate
out of scale
development;
o ensure efficient city services (public safety,
traffic, trash
collection, street
repair etc).

PROBLEM STUDENTS -- A REQUEST

There was someone who was nice enough to offer to look up on
Lexis/Nexis the names of landlords of problem houses. Unfortunately,
I was a little too assiduous in cleaning out my e-mail box the other
day and I deleted that person's offer and address. If that kind
person can write back, I would appreciate it. Or, if you could,
just
look up 4425 Reno Road and let me know who the landlord is.
The students who live there had a Halloween Party on Saturday.
They
left fliers saying they were going to have a party and asking people
to call them first if there were any problems; then they came to all
the houses in the neighborhood telling people to call them first if
there were any problems. Then, after midnight, when kids were
screaming out in their front yard; when I called their house, I got
an answering machine.
By the way, The Diane Rehm Show no longer does Open Phones.
Public Interest is broadcast in the DC area from 12-1 pm. It
is
nationally syndicated from 1-2 pm. The call screener would take
a
phone call on a local issue during the national hour.
RATS - A SUCCESS STORY

Soon after moving to Tenleytown I saw rats in my back yard. They
would
hide under herbs near the bird feeder and dart out and get sunflower
seeds on the ground. The house had a contract from a pest control
company and I asked if they'd put out some rat poison containers.
Either that or the very cold winter (remember the winter of 95-96?)
got
rid of the rats. Since then I've not seen any rats or evidence
of
rats. (I know rats are night animals and are not often seem much
in
daylight.) I now have a very active composting operation in my
back
yard. Despite concern that that may encourage rats, I don't have
a
problem. I can only guess that its because, as I said, the composting
is very active--and it gets really hot--up to 165 degrees.
TOWER -- A COURT VICTORY -- FOR NOW
U.S. District Judge Paul L. Friedman refused to let construction resume
on
the 756-foot tower until the case is settled. However, his ruling
left open
the possibility that American Tower could be allowed to complete the
project.
He set a follow-up hearing for November 16.

Through our international network of citizens, we just learned that
a
court case was just decided in Germany based on the potential health
risks
from cellular towers. Apparently, the court decision includes
statements
critical of the international radiofrequency standard setting committee
(ICNIRP) and the World Health Organization's EMF Program. We are in
great need of a reliable translator to translate the legal papers from
German
to English so we can all learn the specific facts of this case.
The legal
document is about 50 pages long. If you know of someone who would
translate or can help pay for translation services, please advise me.
See below the statement about the case from Eva Marsalek, in Salzburg Austria.
In Germany, a mobile-phone base station has to stop immediately his
work
due to this court-decision due to the probable health effects, the
limit
values of the 26. BImSchV were criticized as well as ICNIRP and WHO
as
organizations doing no research at all and legitimated to erect limit
values
by themselves.
I have the whole text of the case, I spoke with the advocate (attorney)
and he is sure that in the second instance this decision cannot fall
down.
We need somebody to translate and to whom I can send the 50 pages by
fax
(I have the documents only by fax), and we have to reproduce this case
everywhere.

There were 18 reported thefts. Locations generally include

THEFT FROM AUTO -- 11
This is a major ongoing problem. Although it is usually along the commercial
streets, it also occurs further into the noncommercial 'Hood.
It's fueled by
visible goodies left in the car. The local vagrants and others know
that some
people keep parking meter change in the ash tray, and that CDs can
be
exchanged for a few dollars at that store in the 4500 blk of Wisconsin.
It's
a real nuisance and I would love it if the city posted signs along
Wisconsin
Avenue, warning people about the problem. I brought the idea up at
a
community meeting recently and was told that the local merchants probably
would not like the idea.
