WARD 3 DEMOCRATS MEETING -- at St. Columba's

Due to the bad weather, the January 18th meeting of the Ward Three Democratic
committee was rescheduled to Tuesday, February 8th, 7:30 p.m. at  ST.
COLUMBA'S CHURCH  (Note the New Location), Room 206 (Downstairs in the Back).
The church is located at corner of 42nd Street and Albemarle Street, N.W.
(One Block Behind Hechinger's and the Tenley Subway).

A few hardy souls turned out on the 18th despite the ice, so we did have some
discussion of three proposed resolutions:  (1) opposing the development at
Albemarle and Nebraska, (2) supporting a People's Counsel for Zoning and Land
Use issues, and (3) supporting a temporary moratorium on large-scale
development in the Ward until the completion of a Ward-wide traffic study.
But we were quite short of a quorum, so no action was taken.

In addition to the three resolutions on development issues we will also have
an update on the Spring Valley munitions clean up and an update on the school
reform issue.

All are welcome.

UPCOMING ANC MEETING

ANC3E  will meet on Thursday, February 10,  at the usual place.  The Agenda
is:
1. Announcements
2. ANC Business
Adoption of Minutes of January 12, 2000 Meeting
Approval of Treasurer's Report
3. Open Forum
4. Presentation by Lt. Mark Carter, 2nd District
5. Presentation by Friends of Ft. Bayard Park concerning their plan for
improvements to the park
6. Presentation by Sandra Hill, Department of Public Work's Trees and
Landscaping division
7. Presentation by Arthur Lawson, Deputy Director, Department of Public Works
(invited)

At the last ANC meeting, the first ANC3E Punch List was distributed. This is
a lists of requests, made by residents,  to city agencies for repairs or
services.  In this particular list, all of the 48 requests were to DPW. They
included items related to catch basin/sewers, street lights, traffic street
signs, sidewalks, leaf removal, trees, garbage, street/alley cleaning, curbs,
potholes, rodents, street repairs, etc.

I have not put it on the punch list, but I am still trying to get DCRA's
Neighborhood Stabilization Officer to board up the vacant house on 42nd St,
near River. They succeeded in getting the owner to board up the front door
and front porch windows (which were broken) but the garage door that leads
into the basement, and a back basement door are wide open. Stabilization
Officer James Hauser is going back to the Enforcement part of DCRA to try to
remedy the problem. I began making calls in June or July and am on my second
Stabilization Officer for this project. This DCRA program is not exactly
knocking my socks off. Apparently it was kicked off with the usual fanfare
and promise of a new day. Hmmm.

TELEVISION RECEPTION
The following are responses to Carolyn Long's question about interference
from Channel 9. If anyone has anything more to add, we'd be happy to hear it:

From:   THager@Edgemark.Com (Hager, Todd)
We just installed "Star Power" and have noticed a SIGNIFICANT improvement in
the quality of reception for all channels (Star Power requires coaxial cable
which has better shielding than what is used by DC Cable - this may have
actually solved the problem).  Star Power is not available in all of NW but
it may be worth a try.
P.S.  Their rates are lower than DC cable too!

No you are definitely not the only person with this problem. I live a block
from the channel 5 tower and I have similar problems. Based on your
description it sounds like you're using an antenna for TV reception rather
than cable. I'm using cable so my reception problems are a little different.

There are several things you can try. First make sure all of your various
connections between your antenna feed, TV, and VCR are nice and tight.
Sometimes these connections come loose and this can cause problems. You can
also try adding an amplifier to your antenna output. You can buy these at
Radio Shack and they're not very expensive. You mentioned that during the
past year or two the interference problem has gotten worse. If you're using
a single TV antenna such as an outside antenna (not "rabbit ears") to feed
multiple TV sets (using splitters to distribute the signal) your reception
will get worse. Have you added any additional TVs to your single antenna
feed over the last year or so? If so, this could explain why your getting
more interference. If you decide to try and use an amplifier, look for one
which provides multiple outputs (so you can drive multiple TV sets). Of
course if we're only talking about one TV using a single antenna (rabbit
ears or an external antenna) then you don't need the multiple output
amplifier; a single output will due.

Lastly, you should consider calling channel 9 and ask to speak to an
engineer regarding interference problems. They may have some suggestions.
Sometimes the TV broadcasters change their output antenna patterns and this
can cause problems for people living near the transmitters.

One more note - If you decide to become a happy subscriber to District
Cablevision (I'm being sarcastic here!) most or all of your interference
problems will go away except when you try and watch channel 9 (for me the
problem channel is 5). What's happening here is that when your TV is tuned
to channel 9 it's trying to receive the signal directly from the cable.
However, your TV is also being subjected to a strong channel 9 signal
"through-the-air" because of your proximity to the transmitter. The TV ends
up receiving two signal for channel 9; one from the cable and one through
the air. This results in a lousy picture full of ghosts. This problem could
be significantly reduced if District Cablevision provided a higher power
level (so that your TV would receive a nice strong cable signal which would
overwhelm the through-the-air signal). Unfortunately, when I complained to
District Cablevision about this problem they told me that the signal they're
providing me meets the minimum power level.
Good luck. Let me know if you have any success in addressing this problem.

We live at Mass & 49th and also have a problem with television reception, so
it's not just around Tenley.  The only thing that has helped is a
discriminatory antenna on the roof, which helps with the one TV that it is
connected to.  I don't think that there's much we can do to get Channel 9 to
change what they're doing.  I haven't noticed any recent change however.

FOR THE REAL FOOTBALL FAN

Bill received a free ticket to the Super Bowl from his
company.  Unfortunately, the  seat was in the last row in
the corner of the stadium. He was closer to the Goodyear blimp
than the field.

About halfway through the first quarter, Bill noticed an empty seat 10
rows off the field, right at the 50 yard line.  He decided to take a chance
and made his way through the stadium and around the security guards to the
empty seat.  As he sat down, he asked the gentleman sitting next to him,
"Excuse  me, is anyone sitting here?"  The man said "No"

Now, very excited to be in such a great seat for the game, Bill again
inquired of the man next to him,  "This is incredible!  Who in their
right  mind would have a seat like this at the Super Bowl and not use it?"

The man replied, "Well, actually, the seat belongs to me. I was supposed
to  come with my wife, but she passed away.  This is the first Super Bowl we
haven't been at together since we got married in 1967."

"Well that's really sad," said Bill, "but still, couldn't you find
someone  to  take her seat?  A relative or close friend?"

"No," the man replied, "they're all at the funeral."
