FOUR TEENAGERS ARRESTED
A while back I issued an alert that the police were looking for four
teenagers who were going through alleys, breaking into garages. That
same day
a resident spotted them and called the police who came and arrested
them as
they were coming out of a back yard.
It was just luck that I happened to be in my yard when the officer came
by. I
would ask you to call me on 966-1804 if you see suspicious activity
and want
to get an alert out. If you don't reach me, leave a message and
a number
where I can reach you for more information.
It would be ideal if the police called me with a lookout but I don't
expect
that to happen. Therefore, you are my best source of information. Communit-E
now goes out to more than 515 subscribers; most of them in PSA
202.
The police will not arrest someone just on the basis of your call,
so don't
worry about calling if it then turns out the individual(s) are innocent.
Let
the police determine that. But please call when you see
strangers wandering
the alleys, especially teenagers, vagrants, and others who catch your
attention because you don't recognize them. Theft from garages is a
big
problem in this 'Hood.

Excerpts From Minutes Of Last Meeting, Tuesday, April 4, 2000"
The American University Park Citizens Association held its regular
quarterly
meeting on Tuesday, April 4, 2000. Approximately 13 people were
in
attendance.
Mr. Ruttenberg began the meeting by providing a brief update on the
status of
the vacant building at the corner of Wisconsin and Albemarle, formerly
Hechinger's. No plans have been made to date for the building.
Mr. Posniak addressed the Association regarding this year's D.C. Real
Property Assessments, and made the case for challenging the (increased)
assessments, based on (a) cut in infrastructure and procedural violation
of
the D.C. Code. Mr. Posniak informed the Association that the
appeal period
for challenging assessments has been extended by one month, to May
1, 2000.
Mr. Posniak inquired about obtaining legal services on behalf of the
Association and at the Association's expense, to challenge the assessment.
A
discussion ensued, supporting the challenge, although on a pro bono
basis
only. A vote was taken.
VOTED: That the Association supports the action of obtaining legal
services
on a pro bono basis and on behalf of the residents of AU Park, to draft
an
appeal challenging the procedural violation of D.C. Code by the Board
of Real
Property Assessments.
Messrs. Ruttenberg and Posniak addressed the Association regarding American
University's power to purchase any piece of commercial property and
remove it
from public taxing rolls, without notice or approval of residents in
surrounding neighborhoods. It was noted that a public hearing
would be held
with D.C. Council at the end of April, with the D.C. Public University
Consortium in attendance.
Ms. Jean Pablo of the Tenleytown Historical Society spoke next regarding
property at 4200 Military Road, NW. Ms. Pablo said that an application
has
been submitted to designate the property as a D.C. Historic Landmark.
Townhouses have been planned for the site. Mr. Posniak proposed
a vote to
the Association.
VOTED: To support the effort of the Tenleytown Historical Society
to
designate the building at 4200 Military Road as a D.C. Historic Landmark.
Mr. Frank J. Haendler, a member of the Friendship Heights Citizens
Association, spoke next. The D.C. Zoning Commission, Office of
Planning, is
holding a public hearing regarding the proposed spot rezoning of Albemarle
and Nebraska, to accommodate a 26-unit, 4-building complex. Due
to time
constraints, Mr. Haendler was invited to formally address the Association
at
its next meeting in June.
